The City of Phoenix, like many other municipalities throughout the United States, has adopted what is commonly known as a meet and confer ordinance. Phoenix, Ariz., Ordinance No. G-1532 as amended (eff. July 1, 1976). The preamble to the ordinance recognizes the right of public employees to organize and notes that "full acceptance of the principle and procedure of full communication between public employers and public employee organizations can alleviate various forms of strife and unrest."
